Application of Artificial Intelligence [AI] in Indonesian Education
1.0 UNESCO Mandate
Artificial Intelligence (AI) has the potential to address some of the biggest challenges in education today, innovate teaching and learning practices, and accelerate progress towards Sustainable Development Goal (SDG) 4. However, rapid technological developments inevitably bring with them a variety of risks and challenges, which have so far exceeded policy debates and regulatory framework. UNESCO is committed to supporting Member States in harnessing the potential of AI technologies to achieve the 2030 Education Agenda, while ensuring that their application in educational contexts is guided by the core principles of inclusion and equality.
UNESCO's mandate inherently calls for a human-centered approach to AI. It aims to shift the conversation by including the role of AI in addressing current gaps regarding access to knowledge, research and diversity of cultural expressions and to ensure AI does not widen technological gaps within and between countries. The promise of “AI for all” is that everyone can take advantage of the ongoing technological revolution and access its results, especially in terms of innovation and knowledge.
In addition, UNESCO has developed within the framework of the Beijing Consensus a publication aimed at encouraging the readiness of educational policy makers in the field of artificial intelligence. This publication, Artificial Intelligence and Education: A Guide for Policy Makers, will be of interest to practitioners and professionals in the policy and education communities. It aims to generate a shared understanding of the opportunities and challenges that AI offers for education, as well as the implications for the core competencies needed in the AI era.
2.0 Education in Indonesia
Indonesia has a population of 282,477,584 people and is an archipelagic country located between the Indian Ocean and the Pacific Ocean, with an area of 1,904,569 km2, Eastern, Central and Western zones and 17,508 islands inhabited by more than 360 ethnic groups. With the natural conditions mentioned above, Indonesia still has many underdeveloped, frontier and outermost areas or what are called 3T areas. To implement fair and equitable development, especially in the education sector, the Indonesian government provides affirmative educational assistance to students in 3T areas.
2.0.1 Educational Challenges in Indonesia
Indonesia faces many challenges in the field of education, including: Unequal quality of education: Not all Indonesian children have the same opportunity to receive quality education. Limited access to education: Not all Indonesian children have the same opportunity to receive education. Curriculum that is not yet relevant: The curriculum used is not yet fully relevant to the needs of society and the demands of the times. Teacher welfare is not yet optimal: The welfare of teachers, lecturers and educational staff has not been met. The role of parents and schools is not yet optimal: The role of parents and schools in education still needs to be improved. The role of society and media is not yet optimal: The role of society and media in supporting education still needs to be improved. The gap between school and the world of work: Practical skills and technical expertise relevant to the world of work are often overlooked. Traditional teaching approach: A teaching approach that is teacher-centered and pays little attention to students' individual needs. Technological developments that provide challenges: Technological developments provide great benefits in the educational process, but also provide challenges for the Indonesian nation. Expensive education costs: Education costs are still expensive.
3.0 AI in Education
3.0.1 General AI Platform
Modern learning solutions will leverage the technical components of artificial intelligence to make our daily tasks less repetitive, more impactful, and easier to measure. One of the big features and advantages of AI Learning Management Systems such as ChatGPT, Amira Learning, Abord LMS and others is adaptive learning, which is an approach that uses artificial intelligence algorithms to provide students with a personalized learning experience built on skill-based recommendations. Another key feature of AI learning platforms is the ability to automate daily tasks and workflows, freeing up time to focus on tasks that require human interaction.
3.0.2 AI Platform based on OBE
Ocean & Aerospace Research Institute [OcARI] was founded by Prof. Jaswar Koto, Eng, M.Bus, C.Eng., C.Mar.Eng in 2013, who has developed an AI Platform based on Outcome Based Education [OBE] called The Gen-AIU. OcARI has been conducting research on digital learning systems based on Outcomes Based Education [OBE] since 2017. Gen-AIU plays a role in providing assessments of each student assessment and achievement, such as Program Learning Outcomes [PLO] and Course Learning Outcomes [CLO] and recording attendance.
3.0.3 History of AI in Education
The application of AI in the world of education was initiated in 2021 by Prof. Dr. Jaswar Koto, Eng, C.Eng., C.Mar.Eng as Deputy Chancellor for Academic Affairs at Insan Cita Indonesia University [UICI]. Since its inauguration on January 15 2021 by the President of the Republic of Indonesia, Joko Widodo, UICI has implemented Artificial Intelligence [AI] in learning, this shows that UICI has introduced AI to the world of education, namely 1 year and 10 months earlier before ChatGPT was launched on November 30 2022 by OpenAI created by DALL-E 2 and Whisper.
Then AI was successively implemented on July 20 2023 by the Riau Provincial Government for SMA and SMK, on October 24 2023 by Austin School, Texas, USA, and on November 7 2023 OpenAI [ChatGPT], USA. After ChatGPT was launched by OpenAI, there were very fierce pros and cons among higher education academics. This is due to the PT's unpreparedness in facing changes from conventional towards the use of IT technology, especially AI. Then AI was implemented successively on 20 August 2024 by Naval Architectural Engineering, UPN Veteran Jakarta, on 31 August 2024 David Game College, London, UK, on 22 September 2024 Industrial Engineering, Agricultural Industrial Technology, Insan Cita University Indonesia, on on 28 September 2024 Alpha School, Texas, USA, on 19 October 2024 Mechanical Engineering STT Pekanbaru, on 20 October 2024 Mechanical Engineering University of Riau.
3.1 UICI, The First University to Apply Gen-AI in Learning
Departing from the arguments above, since its founding on January 15 2021, Insan Cita Indonesia University has implemented an Artificial Intelligence [AI] based learning system in four study programs, namely Informatics, Data Science, Digital Business and Digital Communication. Because the internet condition in Indonesia at that time was not yet stable, especially in the 3T area, Prof. Jaswar Koto as founder of AI created a computer-based AI learning system that can be done online and offline with the slogan "Reach the Unreachable by Learning Anytime and Anywhere". At the beginning of its implementation, only 30% of student presentations received an A grade, this was due to students' weak IT and AI literacy which had an impact on the learning process. Therefore, UICI requires new students to take IT literacy and Digital Competency training to improve students' abilities in the process. learning. Currently the percentage of students getting an A grade is >= 70%.

3.1.1 Learn Anywhere, Anytime with Any Devices
Since 2023, UICI has implemented Gen-AI in sevent study programs: Informatics, Data Science, Digital Business, Digital Communication, Digital Neuropsychology, Industrial Engineering and Agricultural Industrial Technology. The application of Gen-AI helps students so they can study anywhere, anytime with any device. Currently, UICI students have spread to several countries around the world and 34 provinces in Indonesia.

3.1.2 Student Clustering
AI-based learning separates students into three groups according to their respective abilities as shown in the following pictures. 3.2 Riau, The First Province to Introduce Gen-AI in High School and Vocational School Learning
On July 20 2023, the Riau Provincial Government has introduced an Artificial Intelligence (AI)-based education system at the high school and equivalent vocational school level, which proves that the Riau province is 1 year and 1 month earlier than the city of London, UK. The Governor at that time, Mr Syamsuar, said that the AI system was not something new so that in the future everything would use digitalization and it could not be ignored.

3.5 Teknik Perkapalan, UPN Veteran Jakarta Applying Gen-AI in Learning
3.5.1 Application of AI
Naval Architecture Engineering, Universitas Pembangunan Nasional Veteran Jakarta [UPNVJ] has implemented the use of Generative Artificial Intelligence (Gen-AIU) in the teaching and learning process in Transportation Management courses for 29 students and Ship Automation Systems for 93 students with lecturer Prof. Jaswar Koto, Eng, C.Eng., C.Mar.Eng. At the start of the lecture, students are introduced to how to use Gen-AIU through a video learning manual using Gen-AIU. The implementation of Gen-AI aligns UPNVJ with universities in other parts of the world such as in the United Kingdom [UK]. In several weeks of lectures, students are guided via Zoom and provided with a video manual on using AI. The main advantage of Gen-AI based learning is that students can work on questions repeatedly, anytime, anywhere, quickly, practically and effectively, making it more flexible and interesting.

3.9 Teknik Mesin, STTP Gen-AI Trials in Learning
Sekolah Tinggi Teknologi Pekanbaru (STTP) currently testing the application of Generative Artificial Intelligence (Gen-AI) in the teaching and learning process. The courses used as test material are Electric Power Generation Systems [MML16172], Mechanical Engineering with lecturer Abdul Khair Junaidi S.T., M.Eng.
